Various companies arrange expeditions to go whale watching in the lagoons of Baja California Sur in Mexico, where the tough restrictions of the United States do not apply.
Here you can motor out into the protected lagoon waters on 20-foot fibreglass pangas. These small boats keep you down low and you can reach over the side and touch the water without difficulty. The lagoons themselves have scores of animals in them at all times during the whale-watching season, and a recent census by the Mexican government showed there to be 2500 whales in Laguna Ojo de Liebre. There is little doubt that you will see a whale.
